Are you able to view the site with Netscape or Firefox browser ?

Try clearing your Internet Explorer cache......
Check under:
TOOLS > INTERNET OPTIONS > GENERAL > BROWSING HISTORY > DELETE > delete: TEMPORARY INTERNET FILES


Check one more setting in Internet Explorer for me.
Check under:
TOOLS > INTERNET OPTIONS > GENERAL > BROWSING HISTORY > SETTINGS
"Check for newer versions of stored pages" is set on
Every time I visit the webpage.
